I believe Japan could be in trouble because of level of racism the Koreans feel for the Japanese. It would be a cruel irony if Japan remains the only nation to ever be attacked with a nuclear weapon.

While I agree on the Japanese front, I disagree with your first part, Seoul is the seat of power for a government that the North Korea would absolutely want to decapitate.
They would absolutely destroy that city if they needed to.
