Exactly. Consumers use 'memory' as short-hand for 'storage capacity'. Confusing RAM with storage assumes most consumers are even paying attention to how much RAM their phones come with -- most wouldn't know if you asked them. Hell, I didn't even realize my phone (iPhone 11 Pro) has only 4 GB of RAM until I looked it up just now and I'm in software development. I just assumed it was probably ~6 GB or so. To the majority of users, it really doesn't / shouldn't matter.
