Whats condition of existing stain / wood? That will greatly impact both the cost and what you can put down over top.

If it is unstained previously (would hope so if only 2yrs and somehow needed recoating already), I'd recommend a good old fashioned oil based stain, I've had great luck with Sikkens (aka PPG Proluxe, aka SICO Proluxe now) Cetol SRD line. Its a one coat oil based stain, generally sprayed on and then excess wiped off. Very easy for homeowners to do, but even easier for contractors.

Key on 2yr old cedar will be a quick pre-wash and potentially brightener to get it back to life, followed by the stain (once dry obviously)
