A browser that implements HTML5.

The only difference between a 3rd party plugin and something that's built into the browser is who codes it, otherwise it's still just a chunk of code that does something.

And as we've seen from various browsers with differing implementations of other "standards" of HTML, CSS, javascript, etc etc the fact that the chunk of code is built into the browser isn't at all a guarantee that it's going to work properly or well.
