Sure, if there is long term harm done, if there is a loss of employment or quality of life. In this case though it would be very difficult to argue that was the case. I get that it was likely a scary event that could have triggered issues related to her PTSD, but it ultimately was a drunk guy trying to get inside of a car and then mooning someone. His wealth is immaterial in this story.
