Fiduciary Duty
Members of Council are fiduciaries to the City and the public. They must act in good faith, with trust, confidence and candour and are expected to demonstrate high standards of personal and professional conduct to maintain public confidence in their behaviours and decisions.
In fulfilling their fiduciary duties, Members of Council shall:- Put the interest of the municipality ahead of their personal interests.
- Act in the best interests of the City and the public.
- Avoid conflict of interest with respect to the fiduciary duty to the City.
- Be loyal and act honestly and in good faith.

For his first two years on Council, Magliocca signed the declaration. In 2016, he signed it after crossing out "and support" from the declaration. In 2017, he didn't sign it at all.

For the rest of his time on Council, he shouldn't be able to go anywhere in this city without being asked which one of those 4 principles he doesn't believe he should have to adhere to as a member of Council.
