That's not really new. That was recommended months ago.


"No deep tunneling" doesn't necessarily mean "no tunneling" (unless something else changed, but I can't find anything to indicate that). What it means is they won't be buying one of those tunnel boring machines to dig the tunnel without disrupting the surrounding areas.

They could still do shallower "cut & cover" tunnels. This is probably a better option anyway because the stations can be much closer to ground level because they wouldn't have to avoid certain obstacles that would require the very deep stations for the bored tunnel.

The downside to doing it as a cut & cover is that it will be much more disruptive to traffic and the surrounding businesses during the construction phase. On the other hand, running it on surface streets through the Beltline and downtown would be even more disruptive and that would be a permanent disruption.
