I watched Ep 9 twice and could not figure out why Maddox set up their secret missions this way. I think this and all other details are victims of the Kurtzman Effect.
Starfleet: "With the Utopia Planitia shipyards destroyed, we simply cannot spare a single ship more to help prevent the near-extinction of Romulan civilization."
Also Starfleet: "We sent a reserve captain out to meet the Zhat Vash fleet with our toughest, fastest, most powerful ship ever put into service. along with several hundred exact copies of it. good thing there's no refugee crisis right now tho, resources are very limited."
Romulans: "we are broken and scattered across the galaxy due to the destruction of our home system. we survive in dusty saloon towns and as butlers for retired Starfleet admirals."
Also Romulans: "We have the time and resources to run a Borg cube reclamation project, rehabilitating ex-drones in partnership with the Federation that we accuse of abandoning us. also, the secret branch of the secret branch of our military assembled the biggest fleet anyone has ever seen, in order to bomb an android community hall. but also these ships could not have been used for evacuation efforts either, sorry."
still, it was almost all worth it for Data's "The Good Place"-like send-off. that was almost some damn space onions time there.
