what is a collector road? basically everything that isn't a "boulevard" should be 40/30.
For example, 20th street, 33rd avenue, 26th, richmond road, 50th avenue all should be 50. All the other side streets could be 30 and no one would notice. They are so narrow you can really only go one car at a time anyway.
