A front yard rink sounds like asking for trouble from a liability perspective. Is your front yard fenced in? Will anyone be able to access the ice at any time? Are you going to be able to lock a gate to keep people off of it? How close is street parking to the proposed rink? Is it a front drive street? How close are the neighbors cars and homes?
