All those channels are included, but not 'installed'. You can only install the ones you are allowed to use.
In hindsight, I think when I used the word downloaded, I was incorrect. I am pretty sure all the software exists on the box already, but you need to install it. In Canada, I have no access to Hulu etc, even though I bought my Roku in the US.
