The Flames weren't hamstrung by paying Kipper $5.83M, or 11% of the cap. They won't be discernibly hindered by paying Bobrovsky 13% of it. So they don't get to spend $3M on a 0.5 WAR forward every July 1.
This group's window is open now. They have 4 years to win it all, or it isn't happening. There's one thing missing. Pay the freight. If it blows up, it blows up, but at least they tried.
