I don't really know the details of this agreement but this is definitely true. Railway cargo is giant business in the US (and Canada) - a huge portion of all the goods that come across on cargo ships ends up on trains to get into Mid-west/East coast US and Ontario/Quebec in Canada.

Would probably be a boon for Canada companies if the US ones went on strike as companies would try to divert their product up to Canadian ports and ship it across Canada by train before driving it from Ontario/Quebec to the mid-west distribution hubs. We'd have no where near the capacity to cover it though.
