The truth is that FFP is virtually toothless when it comes to these clubs. They have enormous amounts of money, and the penalty for contravening the rules is financial...what's the point? Even if it's not refunded (which is astounding to begin with), they have the cash and it's not a penalty.
The only penalty of consequence would be point deductions, title stripping and demotion. I'm not saying that's going to happen to City because it seems generally accepted that they're involved in financial doping, but it should. I think to allow them to build this global network of incestuous organizations is bad for the game. Again...everyone knows what's going on here, but nothing is done to take control of the situation.
