It's not painted it's pressed from colored material and sometimes they add colored pellets and other materials to make splattered vinyl and other patterns when it's melted together.

The one draw back of colored vinyl as it's called is increased noise and lower audio fidelity.



There are also picture discs which also offer less audio quality due to a thinner layer of clear vinyl that is pressed onto an actual printed photo.
