Technology improvements have also played a factor - but the fact that many 40 year old records set by Soviet Bloc countries are still standing despite 40 years of technological improvement in sports training and equipment and nutrition really says something about that.

Agreed, but just because the records haven't been broken doesn't mean there isn't doping, back then there were so many ways to mask the drugs it was easy for athletes to use anything and everything, they have to be more careful now and take more precautions.
