Completely different scenarios. Had Erixon not signed he would have gone back in the draft and not have been a free asset for the Rangers to sign for at least another two years. More importantly, the Flames would have received the 54th overall pick in the NHL as compensation if Erixon didn't sign. So really the difference between trading Erixon (2 2nds) and not signing him (2nd) was a single 2nd round pick and throw-in Horak.
While still a year away, had Fox committed to school he would have been able to sign anywhere (i.e. Rangers) and the Hurricanes would have received nothing in return.
