I thought the increases to all-inclusive destinations is that the tour companies buy all their packages up front in USD so last year's prices (2016) didn't incorporate the tanking of the Canadian Dollar. The 2017 packages now incorporate that which is creating the steep price increases.
That could be wrong though. That's just what someone told me.
