They probably won't release the gift agreement, but it sounds like he stipulated that $100,000 go towards his library branch, and then, the rest of the intent was probably cloaked in vague language like "up to the discretion ... for the better of the students... etc..."
I have no doubt it was completely legal, but a dumb PR move.
