Pretty dumb move, but I believe the cop was just trying to put the animal out of its misery but he didn't know what to do. I don't believe (hope?) the cop wasn't acting maliciously or getting any joy out of causing the animal to suffer. Maybe some discipline and better training for this guy but I also don't think he should lose his job for it.

I don't know the cops back story, seems pretty obvious to anyone who grew up and has dealt with this sort of thing before. Any hunting experience or growing up in a rural area seems to make it obvious, but I can see how someone at that moment unsure of how to deal with a suffering animal would maybe come to the conclusion to run it over in an attempt to kill it. First attempt failed and just went downhill from there.
