Yes, Optik TV is IPTV (TV over DSL)
In some cases yes, there is FTTH, but for the most part there is fibre to the node.
Distance and cable gauge will be the determining factors of what kind of bandwidth you can get.
TV will use bandwidth, but you wont notice any real slow downs while surfing.
