See, and here is the rub for me. The foster system is infinitely bad for children, especially since it looks like the Stephans were loving, albeit stupid, parents. I would hope for a combination of a prison sentence for one, and strong supervision for the other. No reason to do additional damage to this family through punitive punishments.
