The very second they stepped foot on the roadway and altered the way traffic was supposed to work and endagering themselves and others, they have crossed a line that is clear to understand and have done so on purpose. That's why they should be arrested and booked. Each and every one of them. Every time it happens.
You have right to free assembly and free speech...but only within the law. Those are the rules and if they are not followed, then there should be mandatory consequences.

I heard one speaking from Edmonton and their aim was to be arrested. Then they hopefully wanted to get interviewed to get their word out.
