It's legal almost everywhere in North America, as long as you're not disrupting traffic (i.e. waiting forever for traffic to clear so you can turn into a driveway with a bunch of cars behind you). And where it isn't allowed, you're usually allowed to do U-turns at intersections which makes turning right when you want to go left a lot less of a hassle. Some places in the US even have advance greens for U-turns.
