Not exactly. I'm not totally positive about this, but without Google Analytics installed I don't believe that Google really has an accurate idea of your site traffic (nor are you rewarded for having GA installed, that I know of).
It's pretty clear that highly popular sites earn a higher ranking, but Google ranks popularity by quality (over quantity) of incoming links to your site. I got my own site into the top 5 page 1 results of my target search terms largely (I think) by having some highly-ranked web design sites sites link to my own.
That said, SEO is like a soft science, at best, so this is all educated speculation.
