Since he turned 20 in July, as per the CHL agreement with the NHL he can play in the AHL or ECHL. He just needs to be signed to a AHL contract as I don't know if the flames want to sign him to an ELC.

He's eligible age wise.
The question is if you can recall a player from junior after he's been assigned to them. The Flames for example - can't recall Valamaki unless its on an emergency recall.
