In FFVI I think you could get away with being around Level 60 as long as everyone was optimized to deal tons of damage and FFVII naturally got you to around level 75-80 ish. Though in FFVII levels mean very little by the endgame... if you can teach everybody Knights of the Round Table it's a cakewalk.
