Yeah, it was a contract made in the early days of conference expansions...I think when B1G added Maryland... so they locked in early - too early and too long as it turns out.
the GOR is pretty bullet proof from what I read. It would take all the ACC members to agree to it, essentially dissolving the conference.
ND is the big chip that B1G is waiting on. If ND says no, I could see them just taking Oregon, Stanford, Washington and either Cal or Arizona, basically shutting the door on ND forever. And taking with them USC, Stanford, Michigan and MSU/ Purdue, teams that historically, ND has played often. The first two are major hits, and Michigan is also a pretty big rivalry, though they don't play every year. MSU/Purdue aren't 'rivals' per se, but they do play them fairly often as well.
