Being critical of a nation or that nation's policies isn't a hate crime, but the people motivated to do something like this probably aren't discerning enough to make distinctions between a country and people who look like they come from there. Hate crimes against Asian people do seem to be on the rise. I believe CBC reported they are up 4x year over year in Vancouver.
