Except being rowdy and breaking glass are already, and still won't be allowed.
Drinking in public isn't a problem, being a drunken ass in public is a problem.
And the kind of people who are going to be drunken asses, generally aren't too concerned with the legality of having a few beers at a picnic site.
Ultimately, this doesn't really affect me. My wife and I already pretty regularly bring a bottle of wine along on picnics to public parks, and we aren't jerks so it's never a problem, but I like the idea of changing these laws so that adults, who are acting like adults don't have to worry about the possibility of having to dump out a bottle of wine should a cop wander by.
