For what it's worth, between downtown and Chinook is super easy actually. One hill at Stanley Park (which I can do on a single speed, so a geared bike shouldn't have much problem) and a pretty straight shot in a combination of 5th St. and the elbow river path. Can't comment on the NW part however.
Also, the Glenmore closure is open now (if I'm thinking of the one you are).
