Certainly Hughes is still the likely top pick but would it be unthinkable for Kakko to supplant him? I'll put the odds at 20% but rising.

They're both #1 picks in my eyes. If the Devils feel that Kakko is the better player, then there's nothing wrong with that. He was one of the best players in a men's league and is also more NHL ready than Hughes in my opinion.
