Skating was not one of Bouma's deficiencies. Being able to do enough things at an NHL calibre level was. In other words, a general lack of enough skill and talent was Bouma's biggest problem.
Clearly his 14/15 season was a huge outlier and fluke because other than that, he was a borderline NHL talent.
