Huh, I'm curious about this as well. Usually in a large condo building like this it is difficult (and takes up a lot of space) to have individual meters for all of the units.
When we lived in arriVa (164 units) heat,natural gas, and A/C were included in our condo fees. It was just electrical (hydro) that was not included.
When I was in a 4 storey new build in Bridgeland we had separate meters for all units.
