I could stand to be corrected but I think at midget age there is a big drop in contact league registration, and Bantam/Midget rec leagues have higher registration.
So really the lower level midget players are already going to none contact by leaving competitive hockey.

I know there was record registration in Pee Wee which they attribute to dropping hitting.
