This is only a rule to prevent a team like me to send Debrincat to the minors an hour before free agency to have an extra 7 million. Buy a 7 million player, call up Debrincat and trade that 7 million player for assets. Teams that had these 23 and younger superstars were hiding them in the minors and buying all the free agents.
A player that was previously waived and no one claimed him now gets a favourable rating, is a rare thing. Compared to every team having 23 and under players they could send freely down to the minors to have extra spending money
This is only a rule to prevent teams from exploiting being able to send 23 and under to the minors and free up cap without waiving them
