Maybe If you’re trying to get airlines, travel, and tourism back up, somehow offer it to anybody travelling internationally. Or charge a premium for anybody wanting it for travel and use that to help fund distribution to everybody else.

I think that is unclear with the amount of data collected so far.
But even it you could still become a carrier, you would probably a less virulent carrier.
High Viral counts / Coughing / Heavy Breathing / Snot.... are the things that allow you to cast virus off on others. If you have relatively low viral counts being easily suppressed by your immune system then the R0 should drop because it's hard to get the virus to someone.
