Just make it an 18 yard semi-circle instead. That way a foul at the corner of the box over 20 yards away from the corner of the goal isn't worth a penalty while a foul 19 yards away from directly in front of the goal isn't. Then get rid of the 6 yard box, because it's basically useless anyway.
