I use Poke Genie on iOS. It requires you to screenshot each of your Pokemon you want to evaluate and then it reads the position of the power arc vs your level and CP to determine IV. Then you can give it your appraisal info to narrow it down even further.
It doesn't give you a dead-on result for each stat every time, but it will give you the narrowest range it can. The best part I guess is that it doesn't interact directly with the game so you will never have any problems with getting banned or anything.
