Another 1-2-3 weeks ?? What is the typical waiting period. Instructions says 5 days but obviously that didn't work...
When I used to bottle condition my beer, 2 weeks at room temperature was always plenty to see noticeable carbonation. With yours being at a colder temp, the carbonation will be slower but after 3 weeks total you should be seeing some action.

Perhaps your yeast have gone into suspension?? What is the actual temp you have them sitting at? any way you can move them to a warmer location and see?
