FIFA's official Prime Directive is to grow the game. What shield did you think they ducked behind when they awarded the World Cup to Russia and Qatar instead of the US or England?
"We need to grow the game!"
All else being equal, the fact that we need to grow the game in Canada more than elsewhere is our tie-breaker.
