They're basically the same thing, yes. They call it Foothills U23 b/c there are a few players over 20...even ones that play on the Cavs U20 team in AMSL.
The Foothills U23s are just doing an exhibition series (or attempting to), as they'd like to start up a new league I guess. Unfortunately other clubs don't have the stability/organization, and in my opinion player depth to support. Scottish basically no-showed to one of their previous games. They don't have a true U23 squad like Foothills does.
Other clubs in the province need to do some catching up. Foothills is way ahead in terms of its organization, and talent pool. There are many age groups in which Foothills has two Tier A teams that are often in the top 4 Alberta-wide. So basically they have enough talent to field two teams that are some of the best in the province, in multiple age groups.
