Because it's a global problem, and any cuts to production we make will be immediately picked up by SA and others?
I'm fine with addressing the consumption end of the equation, as basic economics will tell you that's the side that matters. Kicking ourselves in the balls isn't great economic policy, and does nothing to reduce consumption.
