Star Wars at it's best is also a world that show the backsliding of technology.
Except for the glaring exceptions of Star Killer base and BB8, the next generation of tech is always worst then the prior generation.
It's kind of a neat thing about that world that differentiates it from the real world, that I'm not sure even most of the creators of Star Wars content seem to understand.
So it could just be harder for a diminished Empire to arm these robots as well as the federation did before.
