I'm not sure how the cross-border plan would work, but I know that dropping off a vehicle at an agency different from where you rented is prohibitively expensive. A friend was planning on renting in Seattle, and dropping off in Billings, it was going to be $378 per day!

According to the Hertz website, I see SEA to YYC would be less, but $200 per day is nothing to sneeze at.

The issue is that most agencies are individually owned, and the vehicle, which is the property of that franchise, will eventually have to be returned to their inventory. They make the costs that high so people are dissuaded from doing exactly what he planned to do. Getting the car back is a huge hassle for them.

I can't speak for every company out there, as I know Enterprise has unique rules, but I think you'll find this is true for many.
