There are some believe that a riot in Zagreb between Dinamo and Red Star fans touched off the war in 1991. So Locke's claim isn't outlandish IMO.

A famous Croatian and Dinamo captain, Zvonimir Boban drop kicked a riot police in defense of a Dinamo fan.

I have no doubt that a Dinamo-Red Star rematch in a R16 would ignite passions and bring back memories of the 1990 riot. Likely wouldn't be played behind closed doors, but a special ruling would come down from UEFA that no visiting fans are allowed. This happened when Croatia & Serbia played each other in qualifying in 2013, with Croatia obviously coming out on top
