There's no reason the cooling off period couldn't just be extended while negotiations continue. They don't have to legislate a terrible deal that still offers zero paid sick days. And if they do want to legislate a deal, why not give the workers come of the extremely modest paid sick leave protections they are seeking?
That all is quite misleading. It sounds like they rolled paid sick time into a general PTO pool that provides about 5 weeks off paid time off per year for sickness or vacation, and agreed to supplemental sickness benefits like being paid for short term disability if they are out for illness more than 4 days.
