Ah man, cutting corners on equipping the military is a Canadian tradition.
In some ways this is a win for the Cormorant fleet. The aircraft are barely used and airworthy, but it is much easier to strip them than to retrofit and certify them.

Yes more A/C is nice but if you can't afford to maintain them or don't require them for the operation there's no point keeping them in flying status.
