There are alternating sheets of 4 vouchers per game. 1st rotation is Hotdog plus Pop, Popcorn, Malt. 2nd rotation switches out the hotdog for a Cheeseburger and keeps the Pop, Popcorn, Malt.
They do not allow any substitutions.
In Homestand's case, I believe he has 2 sheets per game; one with the hotdog (and Pop, Popcorn, malt), and one sheet with Cheeseburger (and Pop, Popcorn, malt.
All 4 vouchers on the sheet are completely free. That is where the calculated value cones from. The normal cost of all 4 items for free.
