There's this big baddie lurking behind the scenes, pulling Shades's strings for the first half of the season or so, treated like a major player. Even Cottonmouth is afraid of him and avoids being indebted to him. And then they just have him show up, shoot Luke in the gut, and say "TA DAA! Hi, I'm Diamondback! I'm your brother! I'm also not so much a sinister, behind the scenes shady figure as I am a psychotic commando sort of guy with unclear motivations to kill you."
They could really have drawn that out, particularly given it's his brother, that would be a major reveal. Have Diamondback be mentioned and behind the scenes as a feared figure for a while longer. Meanwhile, have the occasional flashback to Cage's youth, revealing he has a best friend, hinting that they might be related, and then have the payoff have some weight to it.
In other words, it was wasted on you because they wasted it. I haven't read the comics either but I see the obvious potential that was squandered there because the writers couldn't keep it in their pants for a while longer.
